Martin Fowler
Impact assessment consultant

Martin is a Principal Consultant with theIDLgroup. He is an agricultural economist, with over 25 years of experience of agriculture and rural development. He has extensive practical knowledge of pro-poor sectoral reform. Martin has worked in many African countries and recently spent six years working intensively on supporting Ugandan agricultural sector. Since then he has undertaken a number of short-term consultancies, many of which have been in the area of agricultural sector public expenditure review and analysis.

He combines strong analytical skills in agricultural policy and expenditure analysis, with extensive experience of programme management and team leadership. He is aware of the technical complexities and political sensitivities inherent in undertaking systemic change, and is well-known for his constructive working relationships with government and non-government officials and development partners.
