    Noted success factors included:
  • exceptional coordination on trypanosomiasis control within the Ugandan government
  • external threat from diseases
  • longstanding network between major stakeholders allowing informal communications and facilitated private sector involvement as a form of corporate social responsibility and flexible management style.

    The report concluded that the SOS campaign has been built on five 'pillars' of success:
  • sound science
  • institutional networks, established over many years that allowed an appropriate response
  • an easily communicable narrative given added impetus by the crisis nature of events
  • the importance of cattle to local livelihoods, and
  • the campaign's ability to build on pre-existing practice of farmers.
